>>38311145They usually hire popular mangakas, artists from Pixiv or graphic designers who already work at GF, TPC, Creatures, Nintendo, etc. They do sometimes hire western artists, but I don't know how they're selected. One of them even has a DeviantArt and, to me knowledge, he resides in the americas (he drew a Misdreavus not so long ago). This applies to the majority of japanese TCGs.
