If we're talking combat potential, probably Swampert, it is just such a monster of a Pokemon plus the fact it's to date the only Water Starter to overall have a higher BST than its Fire-Type counterpart makes it unique.
If we're talking usefulness to its games, then Swampert in Ruby is by far the best although that being said it's hard to ignore just how useful Croconaw is against Morty in Gen II when Dark-Type was still a rather elusive type.
