A scaling level/difficulty system would be ideal though, like after each badge everythings levels go up a bit. Certain areas and certain trainers would be way way stronger, and/or capped at a certain point. And you could potentially encounter stronger wild pokemon but you cant catch them until a certain badge, or like usual, you cant use them until a certain badge.
That way you can still encounter areas and things of difficulty that you cant quite fight yet. You go train up and grind in other areas, come back and now you can. Instead of some dumb artificial roadblock. It would accomplish the same thing, you cant access X until you do Y, but it would feel more organic.
