UU, RUBL at worst. He still has the coverage, speed, and hazard-setting that makes him so good in OU, he just doesn't have the raw power to break things in OU anymore. STABs + [Ice Beam/Gunk Shot] pressures a lot of UU, while still leaving a fourth slot for either Spikes or a fourth coverage move to punish would-be counters. I can't see it staying lower than RUBL, STABs+Extrasensory looks really threatening in RU, and being able to both force in passive mons like Milotic AND set up Spikes puts you in such a good position.
