if i'm not mistaken, in gen 3/4 opponents will always have the first ability, if they have two potential choices
eg; rhyhorn has both lightningrod (as ability 1) and rock head (as ability 2), but trainers will only have lightningrod because it's ability 1

There's a lot of cases where they probably should have switched the order of abilities though, since they'd only very rarely apply for opposing trainers. It's like how Diglett/Dugtrio have Sand Veil listed first and Arena Trap listed second, even though swapping them wouldn't change anything about how the player finds wild ones, but would make any trainer encounter with them more challenging if you had a bad matchup in the battle.
