Never. The writers wrote Gary out of the story for good by making him a professor's apprentice. They didn't want Gary to be Ash's rival anymore.

The anime should have went the game route and made Gary the Viridian Gym Leader, which in turn could have led to Misty's decision to also be a Gym Leader. Now the anime has a fucking gym with no leader in it.
