You can focus on the team, movesets and strategy behind it. Or on the Gym Leader's character and role in their community. Or even the Gym itself, the theme/setting and potential puzzles that need to be overcome before the battle can commence. Go crazy with it.

E4 members and Champions also welcome. Hell, make a Rival or Villain if you like, I just like seeing people's cool ideas.

This one would be in a picturesque meadow town like Floaroma. You head into the town's Grass Gym and are met with a blackened forest inside full of dead trees.
The trainers inside all use Grass Pokemon, but they all seem pissed about something. And whenever you beat one of them, they storm out in a huff.
When you finally reach the Leader, he surprises you with a full Fire team.
Turns out what was formerly a Grass Gym has recently had a new leader arrive, he hasn't been getting on at all with the Gym's old employees and his 'redecorating' (ie burning the shit out of everything) has been getting on everyone's nerves.

After you beat him he mellows out a bit, and by the time you return for a rematch he's fully embraced a Grass/Fire hybrid Gym.

A Hiker Gym Leader who can't stand being stood still 24/7 in one spot like most other Gym Leaders. He loves going out for most of the day with his Pokemon, enjoying the mountain air.
If you show up to his Gym, chances are the guy at the door will tell you he's out hiking. He's back for a few hours a day so you could just wait for him to get back.

OR you could head out after him and take the long mountain hike yourself, you'll find him out there somewhere but it's a very long route. Perfect for someone who likes an adventure, and the view at the top is well worth the extra effort.
In my head he'd be moving up and down this route in real time. So if you just missed him you could run and try to catch up. Or catch him on his way back if you were late.

Another non-conventional location. Instead of a big city, this Witch's Gym is located in the center of the region's dense woods.
It's a confusing labyrinth of branching paths and dead ends and it's crawling with dangerous Poison type Pokemon and trainers, so just getting to her is half the challenge.
Even worse, the woods seem to be enchanted so if you leave, the next time you enter the layout is completely different. So going back to heal is basically starting over. Better stock up on antidotes before you head in! You're gonna need them.
