I kept my Quilava unevolved through my whole playthrough of soulsilver, no regrets.
Even played in the goddamn stupid game corner for far too long so it could learn Flamethrower before level 42
Ended up being my MVP as a result simply because it had a STAB that was way overpowered for where I was in the game.
