Step 1: Take Steelix's stats.
Step 2: Take 20 from Attack and 40 from Defense.
Step 3: Add those 60 points to Speed.
Step 4. This new stat alignment is now Onix's, equal to Steelix's total. It's evolution now mimic's Scyther's.
Step 5. Give Onix some new moves that it should have, like Coil, Glare, and Head Smash.
Step 6: Enjoy.

That's what people will tell you. Either that or the "meant to be a first boss" thing. Whatever the truth is, Kanto was a million years ago and there's little to no reason not to buff onix anymore (it doesn't even need to be spectacular, a measly 75 HP and 80 attack would do in my eyes), other than gamefreak's probable mentality that if people wanted to use onix they would simply evolve it.

That's 65, a 20 point buff to Onix's 45.

So the stat alignment for Onix is 75 HP, 65 Atk, 160 Def, 55 Sp. Atk, 65 Sp. Def, 90 Spd.

The point was to push it's role as a (moderately) fast defensive wall. Glare helps it's support, while Coil and Head Smash help shore up it's poor attack. Probably deserves reliable recovery too but we have to consider how this affects Steelix and M-Steelix.

in fact, in generation 1 it had a special stat of 30, which means it was even weaker to special attacks than it is now
