Cyndaquil is for furfags, this board should show you enough. Totodile's line looks cooler and it's for kaijuchads. Plus in gen 4 it gets ice fang post-split which automatically makes it the best choice.

it's not like the game is difficult without a fire type on your team (or at all)
you remind me of the kind of loser that says bulbasaur is the best choice in gen 1 because it's strong against the first few gyms. if you need some kind of explicit strategy to 'optimize' your ingame pokemon team, you don't deserve to tell other people how to play the game. it's a braindead easy game and you should pick the ones you like the most because it doesn't make a difference to how easy it is to steamroll everything.

Name one pokemon game that has more than five fire type lines available before post game.

Fire type is rare as fuck, but being a starter type gives game freak an excuse to never give fire types decent distribution. And it's certainly not helped by it having some of the most uninspired designs in the franchise.

Yes you can. Growlithe can be caught on routes 35, 36 and 37 in Crystal (Also Gold, but you can't get fire stones prior to Kanto in Gold without mystery gift), and routes 36, 37 and 48 in HG
