Because although they appear similar, they are quite different, while both have a pink, heart-shaped design, luvdisc is meant to resemble love, while alomomola is meant to reflect health, this can be seen from their move-pools and pokedex entries
The two are also based on two completely different fish, luvdisc being a discus fish and alomomola being a sunfish

Sunfish were mistakenly believed to be plankton for a long time because it was decades before anyone observed one swimming against a current. I remember long ago that Masuda or someone addressed this exact thing in an interview, stating that they wanted to specifically showcase the idea of regional diversity (i.e. before Alola formalised it) - how Pokemon having the same or similar origins/inspirations diverge in their appearance simply because they are found in a different region. The resemblances are inspired by that notion, not strictly lazy or pandering, if thats the case.
