He’s not. Water-types are pretty busted in gen 3, and Steven’s mons are really mediocre barring Metagross.

Gen 3 literally wants you to have a counter for water types, since the last gym is water, one evil team uses water types and most routes are water routes.

The only game that does this is Emerald, I think.

B2/W2 technically avoids it by having the 7th Gym Leader have the same type as the Champion.
