A Pokémon being an animal doesn’t stop it from evolving into a different animal, there’s so many cases of this.
I can’t see Eevee evolving into something like your traditional reptilian dragon, but they could just add a twist and use some other mythology that is mammalian which would be good enough to represent the dragon type.
Something like pic related would be the closest thing for Eevee to evolve into a dragon; a chimera/manticore beast.
