Yeah I was thinking of this pic, remembered him being higher than he actually was. Thought he was like 3rd/4th place.

Although that still puts him in pretty good standing. He's only really beaten by Ash's BIG heavy hitters like Snorlax, Kingler and Greninja. Krookodile is inflated by only have 4 battles total and I'm not sure what's causing the discrepency between the Goodra winrates.

Most of this are context based anyway, some battles are easier than others. I haven't seen enough of the anime to decide who deserves their spots though.
If I had to pick a number one strongest based on what I know it would be Snorlax or Greninja.

It's usually the opposite. Legendaries are usually treated as being immensely powerful even when it's just trash like the birds.

Darkrai and Latios are much more powerful than Articuno. Darkrai has dream hacks while Latios is extremely fast. That battle served two purposes: making Ash lose a league where he would have won without him while showing how string Ash was by defeating two of Tobias' Pokemon which has never been done before.

it was at a time when legendaries were treated as powerful creatures and nothing like this had happened before.

I'm sure Charizard would be defeating legendaries if he was brought back since the initial hurdle is gone. Just like Sceptile and Darkrai.

Pokemon from OS get graded on a curve. And yes, you wouldn't have a team of Ash's strongest Pokemon without Charizard.
