Toxic should not be a universal move, it should only be learned by Pokémon for which it would be thematically fitting.
Chansey and Blissey should not learn toxic. Bulky water types like Milotic and Slowbro should not learn toxic. Landorus should not learn toxic. Heatran should not learn toxic. Whoever at Gamefreak thought this was somehow necessary to allow people to beat the game with any team is retarded, since it's completely unnecessary in that regard.
