There's no use having a move outside your type unless it serves some sort of coverage purpose - that is, unless it hits something *at least neutrally* that your STAB doesn't. In Gen V, Dragon is only resisted by Steel... which ALSO resists Normal. (And Dark, for that matter, so Assurance is somewhat useless as coverage as well... but at least Dark is super effective in some cases where Dragon is neutral - Normal just literally never has anything over Dragon.) There's no situation in which it's better to use Slash than a proper Dragon move, so it's pointless.
He would have done better with a move that hits Steel neutrally or super effectively or if he had a better Dragon move that isn't decreased priority - Slash is the most wasteful move that he could choose for that slot.
