It's basically learned by Bug types except in the cases of Bellossom and Lilligant, and most are flying bugs save Gen 7 distribution to the Wormadams and Pheromosa. So the predominate qualifier for distribution isn't if you're a dancer.
Flygon should get it because Bug is basically a 3rd unofficial type for it. Not only is it based on a bug, but it's in the Bug egg group and learns a lot of Bug moves. It's actually one of the few non-Bug types in the Egg Group alongside the scorpions Drapion and Gligar/Gliscor.
This basically betrays that Gamefreak considers them bugs but decided other types were more important in their design.
So it's a flying bug, that's a good of a case as any. Plus it would give it option to run as a special attacker and do the job better than Garchomp and Zygarde. It has a ton of good special moves. Seems like they go to waste with it's current stat alignment.
