They're fast in lore. There was clearly a discrepancy between whoever writes descriptions and whoever makes their ingame stats. Like always.

I like the explanation that the speed stat represents how quickly a pokemon can pull off an attack, not how fast it can move.

I think the idea aside from balancing Vikavolt since it has Pinsir/Heracross tier stats unlike other regional bugs, is that its attack takes time to charge

Except that also falls flat with stuff like Decidueye's entry saying it can nock and fire an arrow in 1/10 of a second while still only having a speed of 70.

Or just swapping its Attack and Speed stats. 70 isn't the best, but it works with Agility or a Choice Scarf.
