They just prefer to repeat the formula and use people's nostalgic feeling toward Ash to do their job for them.
Just look at how badly the writing staff messed up S/M series because it has no gyms for them to repeat the formula. They barely put any effort at all into establishing Alola school as a real school, they just put Ash in a building with Lillie and Trial Captain to strap that place as "school". Can imagine the thing wring staff could have done with the school setting if they bother to put some effort?
Ash's failure has nothing to do with marketing and franchise survival. Its just some lazy writing staff who just want to get paid without doing anything.
