And how are those arms more functional than Blastoise? It would be a nightmare to get any normal thing done with those massive forearms and spikes for fingers.
You may as well complain that Blastoise has realistic cannons in his body for some reason while literally no other pokemon has anything quite like it.
The clothes thing I can sorta get. Even before gen 3, most "clothed" pokemon had very little, or it looked like a part of their structure instead of a designed pattern like Jynx, Mr. Mime, or Delibird. Machoke being the only real outlier with his belt.
