There's a difference between "huge" and "ridiculously small".
Some epic sea monster known for destroying cities being smaller than your average real life shark is pathetic.
Just like a cool fire dragon being 5ft tall.
There's a reason why the anime fixed sizes.

gyarados are like many deep-sea creatures in that they start off relatively small but continue growing their entire lives, which are very long, possibly functionally immortal like lobsters. so it's logical that you would see gyarados of many different sizes
