Consider the following.
Now you can keep the appearance of any non fully evolved Pokémon while they "evolve" its stats to match of their evolved form.
Wouldn't that be awesome?

You're literally removing a huge core component from pokemon.

It gives us more of a variety to choose from, the evolutions still serve a purpose for those who want 100% completion, and allowing this doesn't mean that a mon's evolutions will be ignored. Plenty of people still prefer Electivire over Electabuzz or Scizor over Scyther.

Sure, but there needs to be a clear way to know when you're battling against an unevolved mon, and a mon that is "evolved" in a previous form. I'd love to have Cutiefly as my team ace, but it wouldn't be fair to opponents really. What about pokemon that gain types? You'd use a grass move on Onix expecting it to work, but turns out its actually a Steelix who just held onto it's old looks.

But for online battles, how would you go about indicating to the other player that this unevolved Pokémon has different stats than originally. It wouldn't be fair in situations where a common eviolite set such as Porygon2 was actually Porygon-Z and takes you by surprise.

That'd be cool, but probably limited (maybe 1 per team) and have some kind of visual representation.
Not sure how it would work with mons that get a new type on evolution, though.

Stats aren't tied to type. The unevolved Pokemon would keep the type that matches its form.

I am of the opinion that any game like Pokemon should give the player the option to make all creatures at least somewhat viable against each other

If you REALLY wanted Unown or Weedle or Palpitoad to be able to tango with the likes of Garchomp, there should be some way for it to be possible.

There is: overlevel it like fucking crazy and, if necessary, Baton Pass some stat boosts.
It's actually possible to beat LGPE with just a Kakuna that only knows Harden, without using stat-boosting candies.
