This actually happened twice, Ida used Hydro Vortex for her performance in her and her Brionne's debut episode and didn't get the text flash, but it did flash up for Popplio later in the episode when she mastered it. Given that it's highly unlikely Ida will return for the League (and thus use Oceanic Operetta in-battle), the most obvious candidate to use it must be Lana's Primarina, especially as we know she also has a Primarium-Z already.
