TSW did intend to have a playable English version of the Spaceworld proto to release alongside the untouched roms but it leaked before that could happen and I think that killed a lot of their momentum, plus the coding shit required to fix all the broken bits and insert English text is more complicated than was initially expected.
With the gen 1 asssets, nobody knew HC had them so there was no chance of them leaking early, but since there wasn't a full rom to release alongside the actual materials they had to patch a fuckton of holes (eg front sprites) to present anything remotely playable to the public.
