Primarina is more popular than its pre-evos so obviously it's going to evolve. There's already an established Incineroar in the anime so it doesn't matter if Torracat evolves, it would probably just be confusing. Despite Rowlet being one of the most popular Pokemon in Gen VII everyone hates its evolutions so no surprises there.

Not everything is about weird degeneracy, OP. Think about it logically.

The anime has established countless times before that evolution doesn't automatically mean power boost, and can sometimes be a power drop on an individual Pokemon depending on how easily the Pokemon can adapt and/or how much of an utter shitter the trainer is (See:Ash's Torterra).
