Because it's already incredibly annoying with its tank stats, Regenerator, Toxic Spikes, Haze, Recover, Scald, and Knock Off, and GameFreak rightfully decided to lessen that by not letting it get Spikes, too.

GameFreak does not, and never will, make any sort of balancing decisions with singles in mind.
