>>Converts nearly every Water type move into Ice moves (Scald and Steam Eruption will just lose their burn chance)
>>Deals 1/8 damage to all Pokemon that are not Ice Types
>Dry Ice Skin: Deals 1/8 damage to Pokemon who hit it with contact moves
>Snow Pelt: Absorbs 2 layers of hazards when switching in (random what it will absorb), Heals by 1/4 of max health if absorbs Concealed Glacier

I made it so that Poison would also be super effective against Water, to compensate for yet another resistence.
Ice, along with Rock, Ground, Ghost, and Steel are all inorganic types, yet Ice has not resistant to Poison.
Furthermore, poison can be trapped within ice cubes, which is a common assassination technique.

Make it resist Fairy or Electric, I don't know if there's any thematic justification for that but it could help.
And give Ice Types some sort of buff in hail, maybe x1.5 Defense or 1.3x Attack/Sp.Attack
