Rock Smash buff is the only sane and healthy, it is a fine buff helping already good mons like Scizor and Breloom and improving others giving nice niches.
Cut needs balance because early game TM, usually first or second obtained. It's just a buffed Scratch and weaker Slash, nothing Grass about it.
Strength is just an adrenaline rush and really just an impact charge attack after Gen 3 and the contact moves introduction.
Rock Climb has potential, I'm fine either way now that Tauros has Body Slam and would also get a Sheer Force more accurate Rock move but I prefer 85% acc because no need to obscure Rock Slide either and the BP is pretty high and unfair for Stone Edge too.
It would break some Pokemon in a good way and at least shuffle the meta, note there are no new TMs or tutors for Rock Climb so far avaible for new gen Pokemon beside breeding, level up and special events such as Dream World and another important note is that being an HM currently the old mons cannot be transfered through game catridge and bank.

Ferrothorn can now lure in Volcarona and Charizard, Linoone has a new toy but it offers no advantages over the current movepool actually, Durant has a more accurate Rock coverage, so do Krookodile, Lycanroc gets Tough Claw STAB that isn't Accelrock, the remaining are just STAB versions that make Stone Edge and Rock Slide less relevant like Scald did with Hydro Pump and Surf in most cases, Bibarel doesn't give a fuck, his dual STAB and other coverages are better.
