Unown are basically Arceus' in-universe multi-dimensional work force: they operate as a swarm and are both coders, and organic code that make up and administrate the world(s) created by Arceus. Unown are capable of creating life, passing through dimensions, and were most likely used extensively in Arceus' effort to seed the various Pokemon worlds and dimensions with life.
The Unown ruins 'seem' to have been created by primitive Humans in an effort to either honor Arceus or to assist the God's endeavors in creating and spreading life. These ruins are extremely old: depicting extinct Pokemon and talking about how all life is connected in friendship to spring forth new creation n' so forth, so these ruins may go back to the very dawn of conception.
The ruins, though, mention that Humans left these places to live amongst the Pokemon and to live in harmony with them, so this may imply that the Unown ruins predate even the ancient and infamous "Human fucking Pokemon Era".
Perhaps Arceus brought the Humans to the world, had them develop and get used to the world, before they sent Humanity out into the wild to become a proper part of it and 'naturalize'?
