Ask the burgers, every other European language went with something more appropriate for their names, while the Japanese went the onomatopoeic route. Funny how the burgers thought their market too stupid to realise this and went full-retard with the translations. It's the Eeveelutions. This shit wouldn't make them top tier. I'm saying that Vaporeon would only get bouncy bubble. Yea, the moves are overpowered but it's the Eeveelutions we're talking about. You literally can't for a moment think that Flareon would be overpowered with a 90 BP move that burns.

Let me put this into perspective, at least this specific one:

Heal Bell can only be used a maximum of 8 times. and is blocked by taunt. Sylveon's specific move can be used TWICE as much as Heal Bell, isn't blocked by taunt and deals a large amount of damage. Plus, because it wouldn't need pixilate anymore, it'd start running Cute Charm which is just infuriating to deal with. Combined with Wish, Protect and a free space since it's got an attack and heal bell all rolled into one and I'm having a hard time thinking of a better Cleric that can be used offensively and doesn't run into 4MSS.

Chansey doesn't count, since Wish is basically impossible to get on that thing and it's as offensive as an actual egg is. i.e., not at all.

Also scarf Flareon would allow for 100% burns, Jolteon can get free Paras on anything it wants due to it's stupidly high speed, Glaceon would be able to deal damage without needing to waste a turn to haze first, Vaporeon becomes an absolute monster to take down, and Espeon is now criminally bulky on the special side, which combined with it's speed and magic bounce makes it an amazing support who can again, do dual screens without needing to have both screens.

The only shiteon who isn't made obnoxiously annoying to fight this way is Umbreon, because it's both weak to Brick Break, not very offensive so the move doesn't hurt too badly, and is a terrible user of screens since it's better at stalling. It could still run it though and it'd be a pain, and it would make it almost impossible to break through without a special attacker: which is can easily shrug off.
