Anyway to answer OP's question sceptile wasn't ruined by the physical/special split and anyone who thinks that is a tard. Leaf blade has 70 BP and it got shit like energy ball which was 80 BP and giga drain which was 60 but healed. The move was merely replaced.
The problem for sceptile will always come down to the fact that its stats don't match its movepool. Would have been a great candidate for a charizard situation with a mega that focused on physical attack in addition to the current one, but any starter would love a second mega.
Still decent enough to be usable. The only starters I'd consider downright unusable are meganium, typhlosion, and samurott. Tried all the megas too, the only truly bad ones are banette and audino, but I'm sure you knew that already.
