Legendary pokémon allow themselves to be caught after you prove your strength.
Actually even regular pokémon kinda do that. They attack trainers in the tall grass exactly because they want to battle and get stronger. The catching part is consensual, not "enslavement".
That's why poachers and people who use underhanded methods to obtain pokémon are considered evil while other trainers aren't, even though in the end both remove pokémon from their habitats and put them in capsules to battle each other.
