The only way to fix this shit is to make a separate gamemode where every single pokemon, no matter if they are evolved or not, get all stats to maximum/lowest so every single pokemon are on the same level.

Even then there are no RNG manipulation with attacks so you'd still have top dogs, but at least you can use babymons

Because doubles is a gimmick and the game itself focuses mainly on single battles from the time you get your first badge to when you fight the champion. The exception is liz and tate because thats the gen doubles were introduced.
