Regarding the design choices, a good examples are the stars themselves: Primarina's star around its ears could be interpreted as natural earmuffs and/or generic mermaid starfish, both of which are connected to the design's main themes and serve both a aesthetic and practical purpose; in this redesign, the star looks like it was put there just because Primarina had them, nothing more.
It's close to being a great design, but a few nitpicks originated from wanting to be part of Popplio's line are what hold it back a lot
