I mean, why make new models when you can easily recycle the old ones over and over again. In Gamefreak's eyes, it saves a lot of time and resources, and it's not really a glowing issue that's ever brought up among casual fans. Yes, even with shit like Xatu and Typhlosion's terrible models, they're not changing.
