You're an idiot then for several reasons: Torracat's motivation was to strengthen itself, from training outside its species to perfect its moves to challenging its final form to a full-out battle as a Litten, to sparring with Lycanroc often having come to see it as a rival of sorts since evolving. Attaining its final form is the ultimate endgoal of this. Secondly, its rivalry with MR's 'Roar itself. They're setting up the rematch to be a win for Ash. The problem is Incineroar is outright stated to have gotten even stronger by its appearance in the Double Royal episode and shown how strong by effectively two-shotting a Mega Aggron with neutral damage in the Necrozma arc. The only way it will win is if it evolves to at least put itself on a level footing against MR's 'Roar. The fact they not only gave Torracat Revenge, they also brought back Stoutland to teach it Fire Blast to still keep their connection, allows them to let it learn Darkest Lariat when it evolves and have a varience in the movesets between the Incineroar (along with a colouring difference, most likely too). And there's the issue of Z-Crystals - Torracat has no usable Crystal at the minute and given they're handing out Crystals to people never taking interest in them seriously before, I find it odd the MC and only person shown to be intent on collecting many Crystals will end up taking a pokémon to the League without a usable Z-Move. Which is why I think Torracat won't get its Crystal until it evolves and either Kukui/MR or MR's Incineroar itself gives them a Incinium-Z for such a battle. Finally, Kukui called out Ash and Litten as MR when he noticed Litten exhibiting traits of nearing evolution, it'd be bang on form for him to wait until Torracat's reaching that stage again before initiating the rematch.
Tl;dr: Ash is getting an Incineroar, just be patient.
