Because Rock is a shit type, only suitable for use as an early game gym, when it only has to deal with shitty normal type attacks. By the time they could have Tyranitar, a Rock gym would be pathetic.

Because it is GF's choice to divide parts of reality into basic elements in their games. Why aren't Ground, Rock, Normal, Fighting the same type if all are representing just a physical damaging? Again, it's an arbitrary choice, but at least they differ enough within their effectiveness.
