Jessie and James are really elite agents that keep trying to "steal" pikachu to train ashe so one day taking over team rocket and saving the world. The reason they never get fired is because Giovanni hand tasked them to keep an eye on his son. Perhaps the reason they get so upset when other rocket members such as Butch Cassidy and the secretary whose name escapes me get more attention than them is because the only people who are truly aware of their high status within the organization are Giovanni and themselves. Giovonni is setting up this criminal orginization so that Satoshi can one day with the training of his elite team take it down and become a hero that unites all the people within the nation behind him as the "Pokemon Master" or the league champion.

To denounce something is to publicly declare it evil so they are publicly declaring truth AND love to be evil. That could be taken a lot of ways. it could Satoshi's perception of the truth is wrong. Maybe his views of TR as a criminal organization? Maybe there is an enemy that will rise to power under the facade of love and tolerance for all beings in return for submission that Satoshi will need to unite the people and the Pokemon to rise up against.
