You can evolve your Staryu right away since you'll be teaching it TMs and Surf.

It usually feels like a burden until it gets Shadow Ball. Thunderbolt or Psychic also come late into the game iirc.
I do agree that Gengar's movepool is better, but I'd still rate Alakazam above it since it becomes good earlier and doesn't even fall off.
