Considering they have the GPS check to make sure you're at the store, I'd bet the QR codes actually aren't unique at all, so if they tried to pull this you could always just print out a copy of the code or pull it up on another device.

I work at Target. Half the employees don't know where we even keep the cards and by the end of the event we have a shit ton of excess code cards. I tend to grab 20 or so and just throw them in my room for later use or in case anyone on here needs them.

For them, yes. They get money from the store they're basically advertising by making them a mystery gift spot. They get jack shit from WiFi distributions.

It's probably part of the reason why they don't just distribute pokemon through WiFi:

The reason they haven't stopped in-store distributions is simply that it's a good source of money. It's the same reason why they won't start investing more resources into their new games - they already have an established profitable business model, they don't want to mess with it.

Wait, why wouldn't they be able to be downloaded? I know the Switch online plans are a thing, but it doesn't physically stop the system from not being able to connect to the internet. After all, you can use the eShop and get patches for your games and even use apps like Youtube with no online plan, it's just online play that doesn't work.

Target is pretty pokemon-friendly. They also did decorations and a few events for pokemon go when it was new + they have a guaranteed pokestop at every store because of their deal with Starbucks. Target also tends to shelve pokemon cards very close to the entrance and registers. Walmart doesn't even stock pokemon cards anymore.
