I had Silver and found Skarmory, and yes, it's on an optional route, but I knew what Gligar was. I found Slugma and Magcargo in Kanto while playing as well. Blaine has a fucking Magcargo. There are Trainers in Sinnoh who USE Carnivine because the game is designed so you can see the entire Sinnoh Pokédex without trading. But if you skip everything but the main story, of course you won't fill it out.
