It definitely was irrelevant prior to Zygarde's ban.
The main reason it rose is because it fills Zygarde's old niche of being a bulky setup wincon for Hyper Offense.
Though the Stealth Rock + Z Clang set being discovered definitely helped push him up too, because that set let's him see use on non-HO teams.

people are using it as a perish trapper with sap sipper and whirlpool now. this decimates stalls and rapes most counters of bdrum azumarill, which also gets stronger because people are afraid to switch their ferrothorn into an azumarill now.

Because I was under the impression that it was a niche pick for certain rain/HO builds, and not something getting enough use to move up to OU.
