MCU and DCEU are based on established comic book storylines where the audience is observing various characters interacting across multiple scenarios from a bystander perspective. Decisions such as who gets killed off or how certain plots are resolved are conducted without the audience's input. The reader has no control over what happens in a comic book storyline. Without that influence, it's easy to connect to comic book characters as they are almost akin to different people.
Video games are different; the audience is the player controlling a character. Although your character may interact with other NPCs with unique personalities or motivations, the player ultimately controls and influences the narrative simply by playing the game. The NPCs react in accordance to the audience's whims, as many of their programmed routines are locked behind some elements of player choice. Because the audience is taking control over a video game universe, it is much more difficult to relate to the story and characters of a cinematic video game universe. They feel less like people independently conducting themselves and making decisions for their own behalf, and more like pawns you can move around to your choosing. It's harder to connect to someone who is ultimately just a computer program that you have influence over, than a comic book character whose influence is solely a product of the writer.
A video game cinematic universe, even something as popular as Pokemon, is bound to fail. You can't get the general audience to connect to pawns in a video game.
