There is data in Pokémon Crystal for the gender of every Trainer class in the game, with the exception of Eusine. This is used to select which dialogue pool to sample from when randomly choosing the opponent's dialogue. Interestingly, Bugsy is one of two male characters to be identified as female in this array. The other is Will.
Similarly to Saturn, Will, and Janine, his Pokémon are the opposite gender despite them having a 50-50 gender ratio.
Bugsy's Pokémon were all male in the original Johto games.

If I had to take a guess, they used the model as an object for the “camera” to anchor to. Since they had to make a scene with both gendered characters anyway, it probably just draws from the stored data of the model not in use. This honestly may just be a lack of polish, like forgetting to remove the model after the scene was finished.

Yeah that makes sense. Not like phoebe is a ghost trainer or anything that might be associated with odd phenomena. And everyone knows that the camera must be anchored to a model, it would be ridiculous if it was free floating, that's simply impossible to program. That's because the route numbers AREN'T like that, they're just sequential. Bulbapedo are just overexplaining the fuck out of something that could be simplified as "in Japanese, 758 can be read as "Nagoya"".

The fact that they act like this is only done with phone numbers also proves they have no idea what they're talking about. "758 = Nagoya" is as common an association in nip as "LA = Los Angeles" is in English.
