Because the obesity rate is directly tied to the overweight rate.
It isn't 60% overweight and then 40 % obese thus meaning 100%
It's 40% of that 60% are obese.

According to the original post I replied to, it would seem america is actually less fat than it really is because it leaves out the 67% overweight part thus implying that only 40% are fat (the wikipedia article you linked has this in the 30s idk which is correct) and 60% are totally normal.
