The previous night, Paul had essentially beat up Chimchar (which was still his Pokemon at the time) with every other member of his team. The episode this is in also reveals Chimchar's origin: Namely that it was nearly killed by a pack of Zangoose until it used its Blaze ability to fend them off, and Paul caught it so he could have that for himself. He is explicitly told by Nurse Joy that Chimchar needs to rest, and he is fully aware that his next match involves a trainer with a Zangoose, which Chimchar understandably is afraid of. Paul ignores this, refusing to heal Chimchar, and uses it in said battle the next day while having it throw around attacks without regard for friendly fire (keep in mind Ash was using Turtwig), and when Chimchar predictably freezes up against the Zangoose, he turns and leaves the stadium because of its "weakness."
