I think you're retarded, Liligant being banned in lower tiers has nothing to do with it in higher tiers. You're free to use it in the higher tiers the only reason it isn't ranked there is because not enough use it.

At the end of the day the smogon mods are the ones who decide if a pokemon actually moves tiers or not, if they think its fine where it is they have no reason to move it.
The "formula" can be overwritten at any time, which makes it a suggestion box not a universal law like you seem to think it is.

Literally never, NEVER, happened.
A pokemon drops bellow 3,41% usage, it drops to the lower tier.
A pokemon gets over 3,41% usage, it rises to that tier.
Bans are a separate matter.

Lilligant only became a problem once it's checks (literally any decent fire type, Alola Exeggutor) were banned from the tier.

In a low powered and limited capabilities tier like PU bans have never done much to balance the meta game, they've only practically served to mark the next mon for a ban some months later once people figure out it is no longer checked by anything.

I mean, that’s partially true since banning mons like Exeggutor, Magmortar, and Pyroar made Lilligant a stronger presence in PU but it’s not like it has no checks now. Guzzlord, Scarf Dodrio, and Oricorio can do a pretty decent job of taking care of it, it’s just that it has less bullshit to deal with now that it has even less checks.

Also, some of the time these Pokémon aren’t even “checks”, Lilligant can just decimate them with a boosted Z-Hyper Beam.

See, the problem is you're using too powerful and too overused interchangeably.
No one's saying Landorus is too powerful. Landorus just fulfills several niches extremely well. He still get checked, and there are plenty of answers to it in OU that you don't need to dedicate a slot to.
This is actually the definition of the tier itself. He just does it annoyingly well

Because Overused is where all the overused go, and if something this "overused" in a tier of Underused and Never used pokémon, it doesn't have a place there. Landorus isn't over-centralizing the game from a viability standpoint, only a popularity standpoint. You can make a completely viable team in OU without one, and you only need good team composition and maybe a stab water or ice move thrown in there to deal with.

Lando is not overcentralizing. He's not even centralizing. He's just versatile enough that if you find yourself with an empty slot on your team, you can probably find a Lando set that will fill it. The only thing you need to counter him is one mon with Ice Beam or something bulky with Scald.
