He will put down humans all day, blow up landmarks for his stuff, and do whatever he must to make Legendary Pokemon do what he wants... but toward trained Pokemon he's like "Why would I go out of my way to SCORN the things that are actively making ME more powerful?" Like he would just get a Crobat through the passage of time by not being Team Rocket about it.
