It was originally not able to be caught in the wild, so they just gave it the lowest catch rate and called it a day. They never bothered to fix this.

Colosseum has adjusted catch rates for shadow Pokemon. It's why shit like Tropius was annoying to catch.

Nah tropius was super easy to catch
The bullshit was that you have to catch milktank, absol, tropius, metagross and tyranitar in a fucking row without saving, that was hard as balls and needed a lot of resets because they kill themselves
