I feel like they should re-contextualize that statement to be something like "Trainers can only take on the league upon reaching 10 years of age" or "Trainers can only begin to work towards Pokemon Research upon reaching 10 years of age" both of these are things the player does that the Preschoolers don't and I think it makes more sense if the Pre-Schoolers are just learning the basics of Pokemon with what is essentially their pet rather than a team of any sort.

Nothing's stopping you getting one before that age except your parents. Just so happens your parents don't think of giving you one. By the time you turn 10 however, you're eligible to get your trainer's license and a starter pokémon. It's really a gameplay mechanic so your "first" pokémon canonically is your starter though.
